Approved list of models and manufacturers (ALMM)


One of the most important MNRE mechanisms is the Approved List of Models and Manufacturers (ALMM - a government-maintained list of approved solar module and cell manufacturers. If your project falls under a government scheme, tender, or Section 63 procurement, using non-ALMM-listed equipment can disqualify the project entirely.


A few things worth knowing:


  • ALMM List-I covers solar PV modules and has been in effect since April 2021

  • ALMM List-II, covering solar PV cells, is being phased in, with mandatory use tied to project commissioning timelines set by MNRE

BIS Certification


Layered on top of ALMM is Bureau of Indian Standards (BIS) certification. Under the BIS Quality Control Order, every solar module sold or installed in India, imported or domestic, must carry a valid BIS licence under IS 14086, the Indian standard equivalent to the IEC 61215 and IEC 61730 international standards. Without it, a module simply cannot be legally installed, regardless of how good its datasheet looks.

IEC 61215: It’s a design qualification and type-approval standard for crystalline silicon PV modules. It essentially certifies that a module can survive two and a half decades of heat cycling, humidity, mechanical load, and outdoor exposure without significant performance loss.


IEC 61730: IEC 61730 is the safety qualification standard. It covers:


  • Electrical insulation

  • Fire resistance

  • Protection against shock hazards. 


It's the standard that answers the question “Will this module be safe to have on an occupied commercial building?”


Beyond modules, inverters have their own compliance layer too. Grid-connected inverters used in Indian commercial projects need to meet IS 16221 (the domestic standard aligned with IEC 62116) for anti-islanding protection, essentially, making sure the inverter automatically disconnects from the grid during a power outage, protecting utility workers and equipment alike.

Three ISO certifications are especially relevant for solar EPC contractors:


  • ISO 9001 (Quality Management): Confirms the EPC follows a documented, repeatable process across design, procurement, installation, testing, and handover, rather than depending on the skill of whichever crew shows up that day.

  • ISO 14001 (Environmental Management): Covers responsible handling of site waste, materials, and environmental impact during construction, increasingly relevant as sustainability reporting becomes part of corporate ESG commitments.
